Administrative Assistant to the Maryland State’s Attorneys’ Association
The Administrative Assistant is responsible for the day to day operations of the Maryland State’s Attorneys’ Association (MSAA). The position supports the Coordinator/Executive Director, the Witness Security Resource Coordinator and any other additional employees. Duties include but are not limited to the following:
GENERAL OFFICE DUTIES:
- Must be proficient in Microsoft Office
- Maintain the Outlook Calendar for all employees
- Type all correspondence; make appointments; make travel arrangements; answer phones, field questions, take messages, forward calls to the appropriate employee
- Maintain expense reports for all employees and arrange for payroll through an outside 3rd party payroll company
- Receive/distribute mail
- Maintain office equipment and keep office supplies at an appropriate level
- Other reasonable duties as assigned
SUPPORT OF THE VICTIM/WITNESS SECURITY RESOURCE COORDINATOR:
- Maintain the excel spreadsheet for Quarterly Witness Protection Relocation Fund for all 24 counties and forward to GOCCP financial contact in a timely manner
- Maintain current contact list of Victim/Witness Coordinators throughout the State
- Review county expenditures in concert with the Witness Security Resource Coordinator for proper use and disbursement of the funds
BOARD OF DIRECTORS
- Arrange for the meeting/lunch space for the monthly Board of Directors meeting. Take meal orders and coordinate with the restaurant for accuracy
- Prepare the monthly MSAA financial report in excel for review by the MSAA Treasurer.
- Prepare the meeting agenda
- Ensure all enclosures are included in the packages and distributed at the Board meeting.
- Take notes during the meeting, transcribe and distribute in advance of the next scheduled board meeting
- Contact each State’s Attorney’s office to verify headcount of ASA’s for the purpose of billing the county for dues. Maintain the log of dues paid
ALL MSAA COMMITTEES
- Compile lists and email addresses of all committee members for meetings at the Coordinator’s office
- Make copies of handouts as requested
- Keep calendar updated with scheduled meetings
- Specifically, work directly with the Legislative Committee to ensure that MSAA bills are properly entered for vote and testimony in Annapolis and posted on the MSAA website
- Maintain ongoing excel spreadsheet of all MSAA and Maryland Bills submitted to both House and Senate Committees
LEGAL OFFICE ASSISTANT
- Legal Assistant to the MSAA Coordinator and/or TSRP in his/her capacity as Special Prosecutor
- Gathers necessary documents for trials/hearings and completes MDEC filings of any necessary pleadings for cases handled by MSAA, including the Coordinator and/or TSRP
MSAA CONFERENCES AND TRAINING
Summer Conference
- Assist with the coordination of the week-long Summer Conference for all 24 Maryland State’s Attorneys, the Assistant State’s Attorneys, Investigators and Victims/Witness Coordinators
- Maintain the manual listing of all members and guests in an excel spreadsheet
- Register and check in over 300 attendees
- Arrange for transportation and lodging for speakers
- Provide all handouts/electronic copies via email for the Conference
- Bill counties after the fact for Conference payment
Administrative Fall Conference
- Assist with the coordination of the 1 day conference for all Administrative Staff in all 24 State’s Attorney’s Offices
- Register and check in over 100 attendees
- Schedule speakers
- Arrange meals
- Bill counties after the fact for conference payment
Trial Advocacy Course
- Assist with the coordination of the 3 day course for all new Assistant State’s Attorneys
- Register and check in over 40 attendees
- Schedule speakers
- Arrange for lodging and meals
- Prepare handouts for attendees
- Bill counties after the fact for conference payment
This is a non-benefitted, part time flexible position, but may require additional hours at times throughout the year when conferences are occurring and/or during Legislative session. Work at home may be an option.
The rate of pay is twenty-five dollars ($25.00) per hour and pay occurs bi-weekly.

TRAFFIC SAFETY RESOURCE PROSECUTOR (TSRP) – 2026
Purpose
To provide critical support to enhance the capability of Maryland prosecutors and police to effectively prosecute traffic safety violations.
Responsibilities:
- Assess training needs, develop and provide training programs for prosecutors, law enforcement officers and other traffic safety professionals with an emphasis on the effective prosecution of impaired driving and other motor vehicle cases, such as Automobile Manslaughter and DUI Homicide.
- Provide technical assistance and legal research to prosecutors and police on a wide variety of legal issues, including probable cause; reasonable articulable suspicion; search and seizure; Standardized Field Sobriety Testing (SFST); Drug Evaluation and Classification (DEC) Program; implied consent; breath/blood testing; accusatory instruments; pre-trial procedures; trial practice; and appellate practice.
- Serve as a resource to prosecutors in the State on impaired driving and other traffic cases.
- Prepare briefs, legal memorandum and other pleadings for use at hearings, trials or on appeal of such cases.
- Train and provide technical assistance to State, local and county law enforcement in methods of evidence gathering, especially newly emerging technology and trial techniques, that will improve the ability of prosecutors to effectively prosecute impaired driving cases.
- Prepare a monthly internet blog for prosecutors and police regarding “hot topic” issues of highway safety and traffic related legal issues.
- Publicize the technical assistance that TSRPs can provide to prosecutors, law enforcement, toxicologists, breath testing operators, and other advocates.
- Respond to written and verbal inquiries made by prosecutors concerning criminal law, associate administrative issues, procedure or special problems, and offer competency and expertise in providing a broad range of technical assistance and support services for prosecuting traffic safety offenses.
- Meet regularly with law enforcement agencies to explain prosecutorial policy, answer questions, and receive suggestions; foster improved law enforcement /prosecutor cooperation; strengthen effective law enforcement and prosecution strategies; and regularly apprise prosecuting attorneys on evolving areas of traffic safety law.
- Serve as a liaison, develop and maintain a rapport with the State toxicologist and the Certifier of Breath Testing Instruments regarding legal issues related to techniques used to analyze samples.
- Serve as a regular and full participant in the State’s Impaired Driving Committee.
- Promote heightened awareness by law enforcement officers and prosecutors of victims’ issues.
- Attend and assist young prosecutors in the art of trial prep and oral advocacy at the Young Prosecutors Training through the Maryland State’s Attorneys’ Association.
- Consult with and serve as second chair on difficult impaired driving and other serious motor vehicle cases, including but not limited to Frye hearings, McNeely issues, search and seizure and other suppression hearing issues, motions, etc.
- Make presentations and participate in National, State and local meetings on traffic safety issues.
- Develop and maintain a working relationship with the National Highway Traffic Safety Administration (NHTSA), National Association of Prosecutor Coordinators (NAPC), National Traffic Law Center (NTLC), Prosecutor Fellow and other TSRPs.
- Draft new motor vehicle related legislation or amendments to existing law and participate in the legislative process, including meeting and testifying before the Maryland General Assembly.
Minimum Qualifications:
- Juris Doctorate or equivalent degree from a law school accredited by the American Bar Association or the Supreme Court of the State.
- Member in good standing of the Maryland State Bar.
- Extensive experience in the prosecution of impaired driving cases.
- Knowledge of the NHTSA/International Association of Chiefs of Police (IACP) Standardized Field Sobriety Testing (SFST) and if applicable in the State, the Drug Evaluation and Classification (DEC) Program.
- Knowledge or willingness to learn about sobriety checkpoints and saturation patrol operations.
Preferred Qualifications:
Preference will be given to applicants who, in addition to the minimum qualifications, possess one or more of the following:
- Demonstrate a clear, concise writing style.
- Have attended an instructor development training program.
- Computer skills (Outlook, PowerPoint, Word and Excel)
Preferred Program Activities:
- Serve as liaison between prosecutors and law enforcement.
- Serve as liaison to the Maryland State’s Attorneys’ Association.
- Liaison, and coordinate activities, with the Law Enforcement Program Coordinator of the Maryland Highway Safety Office, in assessing and identifying law enforcement deficiencies in highway safety training, as well as in case preparation and presentation.
- Develop and present a training curriculum for prosecutors and law enforcement officers on traffic safety issues.
- Maintain a file on precedent setting court cases and cases of magnitude pertaining to traffic safety violations and provide up-to-date reference material and technical assistance to prosecutors in the field.
- Develop and/or participate in public service announcements, earned media and press events specifically during special enforcement periods.
- Participate in law enforcement activities, for example, roll call, sobriety checkpoints, saturation patrols, and training.
- Participate in establishing and revising sobriety checkpoints, saturation patrols or other enforcement guidelines.
- Develop and revise a DWI manual for prosecutors to assist in the prosecution of impaired driving cases. The manual could include information on current case law, pre-trail, traffic stops, probable cause, breath and blood testing procedures, proof of impairment, chain of custody, sentencing procedures, vehicle forfeiture, common defenses, and examples of forms used in the State.
- Work with an institution of higher learning to develop an advanced university level training program for prosecutors relating to highway safety issues in the courtroom setting. (Similar to the University of Maryland’s Institute for Advanced Law Enforcement Training)
- Identify the key players for expanding DUI Courts to other jurisdictions across the state, working closely with the Drug Treatment Court Commission of Maryland and DUI Court Training.
- Identify and implement best practices from other state Traffic Safety Resource Prosecutors that would benefit the Maryland Highway Safety Program.
- Develop and maintain a log of all technical assistance provided to prosecutors, law enforcement, toxicologists, breath testing operators, and other advocates.

- NHTSA Training Summits, national TSRP meetings, and other prosecutor, law enforcement, highway safety conferences/meetings as deemed appropriate

Salary: $107,000 – $147,000
